Jiangsu gathers momentum in transformation of sci-tech achievements

East China's Jiangsu province has continuously improved its policy system and made every effort since 2024 to promote the reform of the mechanism for the transformation of scientific and technological achievements and fuel the transformation of more innovative resources into industrial advantages and development momentum. The transformation of scientific and technological achievements is an important bridge connecting scientific research and production, and also an important link in cultivating and developing new quality productive forces.

Suzhou Hengruida Home Floor Mat Co., Ltd. has innovated its technology since last year by launching formaldehyde-free floor mats to enter the Japanese and European markets. As a result, the company achieved a 15% increase in annual sales.

Hengruida and Changshu Institute of Technology have carried out technical cooperation through a "trial before payment" model. The research team provides the research results to the enterprise for free trial, and after achieving the expected results, both parties sign a transfer contract.

Zuo Mingming, Professor at the School of Materials Engineering, Changshu Institute of Technology, stated that there is a certain boundary between the data generated from the laboratory and actual production. "For example, if I have a new technology, I can directly give it a try to the enterprise. If the effect reaches 80% or 90%, we can further promote industry university research cooperation. In this way, the cooperation between both parties will be much smoother," said Zuo.

As a pilot city for county-level science and technology system reform in Jiangsu, Changshu has introduced multiple detailed support policies. With the help of the local technology department, Hengruida and Zuo Mingming's research team reached a cooperation agreement. Hengruida paid 700 thousand yuan in research and development expenses before the Spring Festival and actively expanded the project amount to 3 million yuan, hoping to continue deepening cooperation in the new year.

"We have provided policy subsidies to the transferee and licensor at a ratio of 1:4, based on 10% of the actual payment amount in the contractfor projects that meet the 'use first, pay later' requirement," said Qian Renjie, Deputy Director of Changshu Science and Technology Bureau. "We encourage guarantee institutions to develop special insurance products for 'use first, pay later'. We hope that through the introduction of policies, we can give play to the stimulating effect of funds and promote the first step towards cooperation between schools and enterprises."

As of now, universities and research institutes in the province have registered 161,000 patents. At the same time, Jiangsu has actively promoted the construction of the country's first the Regional Technology Transfer and Transformation Center for Universities, with Nanjing and Suzhou as the core carrier areas, to promote the deep integration of university and enterprise development.

The Suzhou branch of the Regional Technology Transfer and Transformation Center for Universities has established a work team of over 30 people to build a comprehensive "one-stop" and "full chain" public transformation platform system so as to provide clustered, full process, full element, and 7/24 services for technology transfer and transformation in universities.

With the support of multi-party cooperation and favorable policies, the achievements of scientific and technological innovation continue to be transformed into a powerful driving force for industrial development. In 2024, Jiangsu recorded a technology contract turnover of over 500 billion yuan and transferred 86,900 licensed patents, a year-on-year increase of 30.28%.

Universities and research institutes in Jiangsu have recorded 10,010 patents, reaching over 10,000 for the first time, a year-on-year increase of 14.4%. the province also recorded 450,500 in the total number of patent authorizations, ranking second in the country. In the meantime, the province has registered 74.5 invention patents per 10,000 people, an increase of 12.36 from the same period of last year, ranking first in the country.
