Export Value of Goods with RCEP Certificate of Origin Issued by Nanjing Customs in January Ranks First in China

In January, Nanjing Customs issued a total of 11,300 RCEP certificates of origin (CO) , with the value of such exported goods reaching 3.402 billion yuan, up by 13.14% and 11.87% year-on-year, respectively. Export value of goods with RCEP CO of Jiangsu remained first in China. Businesses in Jiangsu imported 1.713 billion yuan worth of goods with preferential policies and were entitled to tariff reductions of 47 million yuan under the RCEP framework.

Textile and garment products are major ones in the tariff-cut category under the RCEP framework. The RCEP offers an important channel for traditional industries to seek global presence. On February 13, thanks to the RCEP CO issued by Jiangyin Customs, Zhenxin Wool Spinning Co., Ltd saved nearly 50,000 yuan in tariff when exporting to Japan a batch of combed wool yarn worth 1.62 million yuan.

Likewise, emerging industries are booming under RCEP framework. Not long ago, Suzhou Daye Electromechanical Technology Co., Ltd. applied for the RCEP CO for auto parts worth 1.45 million yuan, estimated to save 16,000 yuan in tariffs   cuts by estimationin the importing country.

“Our imports are high-quality chemical raw materials such as intermediates, adjuvants and other major chemicals. After being processed in China, high-performance dye products to international standards are sold to the global market,” said Li Mei, manager for customs affairs of Wuxi Advanced Chemical Co., Ltd. “Previously, it was difficult to get CO to enjoy preferential tariff treatment because our products contained a high percentage of non-originating components. Now, RCEP cumulative rules of origin are the game changer. Raw materials from other member states are deemed as originating materials of the producing member states. This has greatly boosted our confidence when importing raw materials from Thailand, Japan and other member countries.”

“Cumulative rules of origin not only broaden access to preferential treatment to help businesses optimize the industrial chain in the region, but also reshape the regional division of labor to boost production coordination and trade cooperation among member states, in a bid to stabilize and strengthen the regional industrial and supply chains,” said Cheng Keke, head of the general service section at the Xinwu Office of Wuxi Customs.
